After having a discussion with the Executive Committee of the Council on 16th
January 2015 over the matter with regard to the MBBS admissions under
NRI quota, the Medical Council of India has issued a circular advising
all medical colleges to conduct a Common Entrance Test (CET) for
candidates seeking MBBS admissions under NRI quota.
MCI has asked the medical colleges to implement the proposed Common
Entrance Test from the academic year 2015-16. Since there are no NRI
quotas in government-run medical colleges, the rule doesn’t apply to them.
According to the Hon’ble Supreme Court of India, the selection of students for MBBS admissions
under NRI quota shall be based solely on the merit of the candidate. In
a state having more than one University/Board/Examining Body, a Common Entrance Test
should be conducted for NRI students. These students can be from more
than one country and would have taken qualifying examinations from
different examining bodies. It is, therefore, necessary to have a
uniform assessment of their academic abilities so as to make a proper
merit list.
Since
NRI students normally make applications on state-wise basis, it may be
feasible to have the entrance test individually for each state so that
there can be a common merit list for NRI students who apply to that
particular state. In view of the aforesaid point, the Executive
Committee of the Council has decided that from the academic year 2015-16
onwards all MBBS admissions under NRI quota shall be on merit which
shall be determined through the Common Entrance Test. The MCI has
directed all the medical colleges to ensure that MBBS admissions under
NRI quota are made through CET from a merit list drawn from the CET.
NRI students may not get MBBS seats in Karnataka
NRI students seeking MBBS admissions under NRI quota in Karnataka this year may not get MBBS seats as
the state govt. is yet to frame rules for conducting Common Entrance
Test for them. In response to this issue, the medical education minister
Sharan Prakash Patil said that he is unaware of the circular issued by
the Medical Council of India. He also mentioned that appropriate action
will be initiated on the issue very soon.
